There's understandable confusion here - if you need a Construction Skills Certification Scheme (CSCS) 'Skilled Worker' card, you will need a Level 2 NVQ (plus the CITB H&S Operatives test).
The NVQ shows you have met the National Occupational Standards for Painters at Level 2 - no more, no less.
I speak to highly skilled trades every day who've never stopped to get a formal qualification.
That doesn't make a scrap of difference to their abilities. There's no 'papers means professional'.
There's an old adage 'the painters will sort it' - and they can indeed, but they don't need to have to undo your attempts at filling beforehand............
Recognition of Prior Learning (RPL) does not mean: “I’ve been doing the job for 20 years, so just give me the NVQ.”
That is one of the biggest misunderstandings about RPL in construction.
Experience matters enormously — but an assessor still has to prove that the evidence is valid, authentic, current, reliable and sufficient.
And there are some important limits.
Under NOCN’s current RPL policy, RPL will typically account for no more than 50% of a qualification, and evidence being treated specifically as prior learning must have been gained before the candidate started the programme.
So how can an experienced tradesperson still achieve an NVQ quickly?
By combining prior evidence with assessment of the work they are doing now.
Old site evidence may help prove some requirements. Current photographs, video, professional discussion, witness evidence and workplace assessment can then fill the gaps.

We are avoiding unnecessary attendance on training courses.
An experienced carpenter does not need to sit in a classroom being taught how to fit a door he has fitted hundreds of times.
He does need to prove that he can do it to the required NVQ standard.

Heard of "normalisation of risk"?
A hazard sits on site for weeks with no incident. Slowly, workers recalibrate what "normal" looks like.
No injury yet becomes proof it's fine - even though the hazard was never removed.
Absence of incident isn't evidence of safety.
It's often just evidence you haven't taken the right approach yet.
Fix: Don't rely on people to spot what they've stopped seeing.
Get a fresh pair of eyes to walk through the site regularly - because the ones who see it daily are the ones least likely to notice the hazards still there.
