Yes students need rules, but even more so they need routines, boundaries, high expectations, and responsibilities. The first doesn't require relationships just enforcement, but the rest depend on a strong relationship to be effective.
We need to keep in mind that our students differ as much in their social-emotional skills as they do in academic skills.
