And 'local' students are not naturally good writers; many also struggle with academic writing. One of the purposes of an arts degree is to help students—wherever they are from—learn effective communication.
Having recently taught a class of 95 students, I can unequivocally say that there is no difference in the quality of acadmic work based on students' countries of origin. And international students can speak, and do participate in class discussions.

Deeply concerning that this is the road UoM is choosing to go down. Have they learnt nothing seeing the heavy-handed approach institutions elsewhere have taken. While management send in the police and endanger their own students, staff, particularly educators, stand against this.
