الوطنية ووحدة الدولة لا تُفرضان بمحو الهويات، بل تُبنيان بالاعتراف بها وتنظيمها. فالمجتمعات لا تتصدع لأنها متنوعة، وإنما لأنها تُحرم من هوياتها الطبيعية وأطرها المجتمعية. والهوية الطبيعية ليست تهديدًا للدولة، بل أحد أعمدة المجتمع القادر على مقاومة التطرف والانحراف. وسوريا خير دليل على أن طمس الهويات الطبيعية لم يصنع وحدةً وطنية حقيقية، بل خلق فراغًا تسللت منه الأيديولوجيات المتطرفة، فمزقت المجتمع والدولة معًا

المسيحية هي النص الأول في الهوية السورية، وليست هامشاً. هي جوهر التكوين الذي انبثق منه مفهوم الوطن. ومحاولة صهرها أو تهميشها أو طمسها، ومحاربة كل محاولة للحفاظ عليها عبر كيل الاتهامات، هي خيانة ونكران للوطنية السورية ذاتها، في صلب معناها.

لقد دفعت سوريا ثمن سياسات الصهر القسري التي فرّغت المجتمع من هوياته العضوية، فحوّلته إلى جسدٍ بلا مناعة، مما مهّد الطريق للأيديولوجيات الراديكالية لابتلاع ما تبقى من كياننا. نحن اليوم لا نستعيد دورنا كمكوّن، بل نؤكد ونذكّر بمكانتنا كجوهرٍ مؤسس؛ فالكونغرس المسيحي السوري هو استعادةٌ للبوصلة التي ضاعت، واستعادةٌ للعمود الفقري الذي يحفظ سوريا من التفكك.

Preserving our presence is not simply about remaining in our homeland. It also requires institutions capable of defending rights and representing those they serve.

For this reason, the Syrian Christian Congress is founded on the principle of democratic participation, with its members forming the foundation of both the institution and its decision-making process.

During the founding phase, National Committees will be established across countries with Syrian Christian diaspora communities through member elections. These committees will serve as the local organizational authority and the link between members and the General Conference.

The General Conference consists of elected delegates from each country, in accordance with the Congress’s Internal Regulations. It is responsible for electing the Executive Council and approving the Congress’s general policies and foundational documents.

Every new member does more than increase the number of registered members. Each membership strengthens this institution’s ability to represent Syrian Christians, defend their rights, and contribute to shaping their future within a state founded on citizenship and the rule of law.

الحفاظ على الوجود لا يقتصر على البقاء في المكان، بل يتطلب أيضاً مؤسسات قادرة على الدفاع عن الحقوق وتمثيل أصحابها.

لهذا يقوم الكونغرس المسيحي السوري على مبدأ المشاركة الديمقراطية، بحيث يكون الأعضاء هم أساس بنائه ومسار اتخاذ القرار فيه.

خلال المرحلة التأسيسية، سيتم تشكيل لجان وطنية في مختلف دول الاغتراب عبر انتخابات يشارك فيها الأعضاء، لتكون المرجعية التنظيمية المحلية، وحلقة الوصل بين المنتسبين والمؤتمر العام.

ويضم المؤتمر العام مندوبين منتخبين من كل دولة وفق النظام الداخلي، ويتولى انتخاب المجلس التنفيذي وإقرار السياسات العامة والوثائق الأساسية للكونغرس.

كل انتساب جديد لا يضيف رقماً إلى سجل العضوية، بل يعزز قدرة هذه المؤسسة على تمثيل المسيحيين السوريين والدفاع عن حقوقهم والمساهمة في صياغة مستقبلهم ضمن دولة تقوم على المواطنة وسيادة القانون.

البيان التأسيسي للكونغرس المسيحي السوري

أولاً: الهوية والمنطلق
نحن المسيحيين السوريين، أبناء هذا الشرق منذ فجر تاريخه، وأحفاد ناجين من مآسٍ لم تكسر إرادتهم في البقاء، نؤكد أن حضورنا في سوريا هو حضور أصيل ومتجذر، وليس تفصيلاً عابراً أو "أقلية" تبحث عن حماية. إن هويتنا المسيحية تتكامل مع هويتنا الوطنية السورية، ونرفض اختزال دورنا إلى مجرد "ديكور تجميلي" في المشهد العام.
لقد شارك أجدادنا في بناء الدولة الحديثة، ومدارسها، ومؤسساتها، واليوم، وفي ظل التحولات العنيفة وانهيار مؤسسات الدولة، نجد أنفسنا أمام تحديات وجودية غير مسبوقة ناتجة عن غياب سيادة القانون وتآكل مفهوم المواطنة المتساوية.

ثانياً: إعلان التأسيس
انطلاقاً من مسؤوليتنا التاريخية، نعلن تأسيس "الكونغرس المسيحي السوري" كإطار مدني تنظيمي جامع وكتلة وطنية مستقلة. إن هدفنا ليس إنشاء كيان طائفي أو انعزالي، بل هو فعل وطني مشروع لتنظيم الذات وضمان استمرار الشراكة الوطنية على أساس المساواة الكاملة والكرامة والأمان.

ثالثاً: الرؤية السياسية وشكل الدولة
يؤمن الكونغرس أن مستقبل السوريين جميعاً مرتبط ببناء دولة مدنية حديثة تقوم على المبادئ التالية:
* المواطنة المتساوية: المساواة الكاملة أمام القانون دون تمييز على أساس الدين أو العرق أو الطائفة، ورفض نظام المحاصصات الطائفية.
* سيادة القانون واستقلال القضاء: ضمان الفصل بين السلطات وخضوع كافة القوى العسكرية والأمنية للرقابة المدنية والقضائية.
* حياد الدولة: دستور يضمن حياد الدولة تجاه الانتماءات الدينية ويفصل المؤسسات الدينية عن الشؤون السياسية مع احترام دور الأديان الثقافي والاجتماعي.
* المسار السياسي: الالتزام بالمرجعيات الدولية، وفي مقدمتها القرار 2254، لضمان انتقال سياسي حقيقي.

رابعاً: الأهداف الاستراتيجية
1. حماية الوجود والبقاء الآمن: تمكين المسيحيين من العيش بأمان في وطنهم التاريخي، مع تحمل المسؤولية في البحث عن "مسارات آمنة" تحفظ حياة وكرامة الأفراد في حال وقوع خطر وجودي داهم.
2. تنظيم الصوت المسيحي: تحويل الوجود المسيحي في الداخل والاغتراب إلى قوة مؤسسية منظمة وشفافة تعبر عن مصالحهم الجماعية بمسؤولية.
3. العدالة الانتقالية وحماية الملكية: الدفاع عن حقوق الملكية العقارية للمهجرين، والمطالبة بكشف مصير المعتقلين والمختفين قسرياً، ومحاسبة مرتكبي الانتهاكات.
4. الاستقلالية التامة: العمل باستقلال كامل عن أي حزب سياسي أو تيار أيديولوجي أو قوى خارجية.

خامساً: العهد والالتزام
إن الكونغرس المسيحي السوري يمد يده لكل القوى الوطنية السورية المؤمنة بالديمقراطية والتعددية. نحن لا نطلب امتيازات خاصة، بل نطالب بدولة قانون تحمي الجميع. لقد تعلمت أجيالنا من التاريخ أن الصمت لا يحمي، وأن التنظيم الواعي هو شرط البقاء.

الكرامة أولاً.. والأمان شرط البقاء.. والبقاء لا يكون إلا في دولة قانون.

The Syrian Christian Congress is an elected institution that operates through a structured organizational framework on three main levels:

First: National Committees

In every country where an organized presence exists, a National Committee is elected to oversee the management of local activities, expand the membership base, and prepare official position papers.

Second: General Conference

Elected delegates from all countries convene annually. Each country is allocated two core delegates, with one additional delegate for every thousand registered members. No country may exceed 20% of the total representation in the Conference.

Third: Executive Council

Elected by the General Conference, the Council consists of 7 to 11 members serving a two-year term. It holds clearly defined authorities and is subject to regular accountability mechanisms.
Financial accounts are disclosed with full transparency, and periodic reports are issued on a regular basis.

الكونغرس المسيحي السوري مؤسسة منتخبة تعمل على ثلاثة مستويات:

أولاً — اللجان الوطنية
في كل دولة يوجد فيها حضور منظّم، تُنتخب لجنة وطنية تتولى تنظيم العمل المحلي، توسيع قاعدة العضوية، وإعداد أوراق الموقف.

ثانياً — المؤتمر العام
يجتمع المندوبون المنتخبون من جميع الدول سنوياً. لكل دولة مندوبان أساسيان، ويُضاف مندوب إضافي لكل ألف عضو مسجّل. لا يجوز لأي دولة تجاوز ٢٠٪ من إجمالي التمثيل.

ثالثاً — المجلس التنفيذي
ينتخبه المؤتمر العام، يتألف من ٧ إلى ١١ عضواً لمدة سنتين، بصلاحيات محددة وخاضع للمساءلة.

Founding Declaration of the Syrian Christian Congress

I. Identity and Foundational Principles

We, the Christians of Syria, sons and daughters of this land since the dawn of its history and descendants of survivors whose tragedies never broke their determination to endure, affirm that our presence in Syria is indigenous, historic, and deeply rooted. We are neither a transient community nor a “minority” seeking protection.

Our Christian identity is inseparable from our Syrian national identity. We reject any attempt to reduce our role to that of a symbolic or decorative presence in the public sphere.

Our forebears contributed to building the modern Syrian state, its educational institutions, and its civic foundations. Today, amid profound political upheaval and the collapse of state institutions, we face unprecedented existential challenges resulting from the absence of the rule of law and the erosion of equal citizenship.

II. Declaration of Establishment

In fulfillment of our historical responsibility, we hereby announce the establishment of the Syrian Christian Congress as an inclusive civil organizational framework and an independent national bloc.

Our purpose is neither to create a sectarian entity nor to promote isolation. Rather, this is a legitimate national initiative aimed at organizing our community and ensuring the continuity of genuine national partnership founded upon full equality, dignity, and security.

III. Political Vision and the State

The Syrian Christian Congress believes that the future of all Syrians depends upon the establishment of a modern civil state founded on the following principles:

Equal Citizenship: Full equality before the law without discrimination on the basis of religion, ethnicity, or sect, and the rejection of all forms of sectarian power-sharing.
Rule of Law and Judicial Independence: The separation of powers and the subordination of all military and security institutions to civilian oversight and judicial accountability.
State Neutrality: A constitutional order that guarantees the neutrality of the state toward religious affiliations, separates religious institutions from political authority, while respecting the cultural and social role of religions.
Political Process: Commitment to internationally recognized frameworks, foremost among them United Nations Security Council Resolution 2254, as the basis for a genuine political transition.

IV. Strategic Objectives

Safeguarding Our Presence and Secure Existence
To enable Syrian Christians to live safely in their historic homeland while assuming responsibility for exploring safe pathways that preserve lives and human dignity should an imminent existential threat arise.

Organizing the Christian Voice
To transform the presence of Syrian Christians, both within Syria and throughout the diaspora, into a transparent, institutional, and representative body capable of responsibly advancing their collective interests.

Transitional Justice and Property Rights
To defend the property rights of displaced persons, demand the disclosure of the fate of detainees and forcibly disappeared persons, and pursue accountability for those responsible for violations.

Full Independence
To operate with complete independence from any political party, ideological movement, or external power.

V. Covenant and Commitment

The Syrian Christian Congress extends its hand to all Syrian national forces committed to democracy, pluralism, and the rule of law.

We seek no special privileges. We demand only a state governed by law that guarantees equal protection and equal rights for every citizen.

History has taught our generations that silence does not provide protection and that conscious organization is an essential condition for survival.

Dignity comes first. Security is the prerequisite for survival. And survival is only possible within a State governed by the Rule of Law.
