100%, Mass Democracy only maintains its rule for a very brief amount of time, during an essentially anarchical state, like the apex of the French Rev. It’s more of a transitionary marker than a sustained form of governance.
To say that we live in mass democracy in America at present would certainly be a misnomer or at least needs to be heavily qualified.
It’s a reference / title that is used by many conservative and post-liberal thinkers to describe mass democratic rule. The one that uses it most frequently that I’ve encountered is Russell Kirk

4/ It is a sympathetic, and perhaps natural, reaction from those who wish to reject the moniker of Conservative. In fact, it might be necessary for the time being to distinguish and denote sides in the war. But the problem is that by rejecting "Conservative," you invite the opportunity for the baby to be thrown out with the bathwater. Denouncing the label of "Conservative" might be appropriate, as long as we maintain to its actual oft' forgotten meaning of "preserving the Permament Things."
3/ We have arrived at our problem. What are the Permanent Things worth preserving? The only real inherent pillar of meaning behind this term is a form of stability. Beyond recognizing a common-shared goal of relative stability, a Conservative's definition of the Permanent Things can vary dramatically. Hell, many Conservatives consider the 1964 Civil Rights Act as a Permanent Thing.
