Missing entirely was any substantive reckoning with the structural anti-Amhara violence rooted in the TPLF-era ethno-federal architecture or with the current OLF-inflected #Oromumma project driving the present atrocities. The segment reproduced the same tired narrative architecture that has shielded perpetrators and silenced victims for years.

1. Mass Forced Evictions Without Due Process
At least 872 people were forcibly evicted from Bole and Lemi Kura sub-cities in Addis Ababa in November 2024, including 114 children and 13 elderly individuals.
Zero compensation was provided, and no proper legal notice or resettlement plans were offered.
The homes belonged to people with Sened Alba land tenure—recognized but not formally certified, used as justification for denying compensation.
Evictions were carried out with as little as 3 days' notice, often by oral communication.
2. Nationwide Scope of the Corridor Development Project (CDP)
The CDP affects 58 cities across Ethiopia, including Addis Ababa, Hawassa, Dessie, Jimma, Adama, Jigjiga, and Arba Minch.
The second phase of the project in Addis Ababa alone doubled in size, covering 131.99 km across 8 corridors.
Satellite analysis confirmed 29 hectares of densely populated areas were cleared.
3. Social, Economic, and Psychological Impact
Victims lost both shelter and livelihoods, particularly those who rented out rooms.
Income losses ranged from 800 to 70,000 ETB/month.
Families reported increased mental health issues, school dropouts, and disruption of social support systems like the traditional Idir associations.
4. Lack of Legal Safeguards and International Violations
The Ethiopian government violated international human rights law by:
Failing to conduct meaningful consultations.
Not providing adequate prior notice or legal remedies.
Denying alternative housing and reparations.
These actions contravene obligations under the ICESCR, UDHR, and the Kampala Convention.
5. Suppression of Journalists and Civil Society
Journalists and human rights defenders faced harassment, threats, and arrests for reporting on or opposing the CDP.
Crackdowns on civic space further hinder transparency and accountability.
6. Government Dismissiveness and Contradictory Messaging
PM Abiy Ahmed publicly claimed that 15,000 people in Jimma were evicted without demanding compensation.
Despite promises to pause demolitions, reports show evictions have continued, contradicting public assurances by Minister Chaltu Sani.
Recommendations by Amnesty International
To the Ethiopian Government:
Immediately suspend the CDP and all forced evictions.
Conduct a human rights impact assessment and provide compensation.
Ensure evictions are a last resort and follow international standards.
Accept the UN Special Rapporteur’s request for a country visit.
To International Actors:
Development partners should engage diplomatically to halt forced evictions.
ACHPR should pressure Ethiopia to comply with Resolution 231 on the right to housing.
