I wish on an individual level that this wouldn't be true but there's probably a case to be made that if "everyone" is getting it, it'll dilute the value of the education.
@TheRealisticRe3 It's really dangerous. What are those top performers supposed think? The hypocrisy of celebrating those zeros will drive all the good employees out of the company.

Or on the other side of the spectrum, employees completely abuse it.

Your boss will be nothing but biased by the here and now. It's human nature, no one can do anything about it.
I'm suggesting for the annual performance review to be the sum of 4 quarterly reviews.
Recruiters will also want to cross-place you against similar or future vacancies.
Even if you don't land your dream job right away, it doesn't hurt to be on a recruiter's radar or database.
I would love for humanity to get rid of the concept of apologising.
