1) turn off HDR on your system (display settings on windows, system settings on consoles)
2) boot the game and change brightness to something in the center
3) Now you can enable HDR again

There is an issue in Patch 1.7 that can render the screen completely black when trying to run the game in HDR. We're working on a hotfix to address this. Until then here's a workaround (1/2):
