New report out: for the first time in four years, we have evidence that transfers of Uyghur workers to other provinces have continued. In 2023 they were set to increase by 38%. Firms operating in China face a growing forced labor risk.

Other new findings:

- Forced labor transfers for 2023 throughout Xinjiang exceeded those from the previous year and surpassed state-mandated quotas.

- Higher-level policy and state planning documents indicate that coercive Xinjiang employment and poverty alleviation policies are to continue at least through 2025. XUAR state and media sources document that these policies continued to be implemented through January 2024.

- The “Unemployment Monitoring and Early Warning Mechanism” was expanded in 2023 to extensively track the income and work situations of the lower-income population.

- Xinjiang’s government has intensified employment and training requirements, aiming to ensure employment for every able person, as mandated in the 14th Five-Year Plan.

- Also in 2023, Xinjiang drastically expanded its skills training efforts. The state increasingly targeted groups traditionally not engaged in these programs, with a view to transferring individuals into work in sectors known to use forced labor.

- Land use rights, covering up to 90 percent of land in some areas, are being transferred away from local farmers to state-run cooperatives, forcing the local population into wage labor through coercive labor transfers.

In sum, the evidence documents continued and intensified coercive labor transfers between early 2023 and early 2024.

In addition to the 1932-33 Holodomor trauma, there is the current farmers' trauma in Ukraine, as the Russians killed farmers, burnt down wheat, mined the fields, and the survived farmers had to de-mine their fields, harvesting the crops under shelling. Please, do not spill grain.

Those who came to idea spilling Ukrainian grain into dirt, do unimaginable damage. These pictures are poisonous, they ruin Ukrainian trust into Poland. A small group of people doing this while being tolerated by the police and the whole Polish state, are killing 2 years of trust.

Please make no mistake. These pictures are extremely disturbing for the Ukrainians. It triggers memories of the Holodomor, as Moscovy destroyed Ukrainian grain. I saw commentaries by usually very calm Ukrainians, who are shocked. This is an absolute no-go.
