I think there is a very good possibility that he already has his mind set on not signing the agreement. He had already passed up two previous chances to sign said agreement, first with Bessent in Kiev and then with the VP and Rubio in Munich. However, that is not to downplay the influence these Dems may have had in furthering his poor decision.
