Yesterday, our sister OD Transnet Rail Infrastructure Manager (TRIM) successfully concluded Rail Access Agreements (RAAs) with all 11 Train Operating Companies (TOCs) that were allocated slots, marking a major milestone in South Africa’s rail reform journey.

Over 300 Transnet suppliers gathered at the Esselenpark campus in Kempton Park on Tuesday for an interactive workshop hosted by the Group Chief Procurement Officer.
The aim of the session was to strengthen engagement with suppliers, receive feedback, and share procurement plans to help businesses prepare for upcoming opportunities.
Opening the workshop, Transnet Group Chief Procurement Officer Vuledzani Nemukula encouraged open dialogue, inviting suppliers to raise concerns while gaining clarity on procurement policies and processes. He underscored Transnet’s dual responsibility as a state-owned enterprise: safeguarding public funds while driving economic growth and expanding access to opportunities through a fair and efficient supply chain.
A key focus was the Transnet Digital Procurement System, which replaced the physical tender box in 2021. Officials highlighted its role in improving speed, transparency, and reliability, with further enhancements—including mobile access—on the way.
The programme also addressed ethical considerations, including the risks of tokenism and fronting, and emphasised the importance of building inclusive partnerships that support smaller and emerging businesses. Transnet reiterated that all tenders are open to qualifying bidders, with subcontracting requirements as part of the conditions of contract, ensuring participation by small enterprises.
In the 2024/25 financial year, Transnet spent R33.63 billion on Broad-Based Black Economic Empowerment, procuring from small and medium enterprises, as well as youth-, women-, and disability-owned businesses.
Procurement officials from Transnet’s operating divisions outlined current opportunities and highlighted common application pitfalls. These include the misuse of AI-generated tender documents when submitting bids, which can result in duplicated content and raise concerns about potential collusion.
The National Empowerment Fund (NEF) also presented its funding programmes developed in partnership with Transnet.
Further supplier workshops will be held across the country until July, including in Mpumalanga, Limpopo, KwaZulu-Natal, North West, Western Cape and Northern Cape.
