If we're talking all-round, then yeah, Saka is top 1, but if we're talking strongest, I imagine that'd be Takamura.

@JustCuyo Unrelated, but when you think about it, there are genuinely so many Fate characters with that blonde hair-blue eyes mix-up. I was reading through = Case Files recently, and genuinely, Reines, Flat, and Svin all more or less have the same color mix up. All 3 wear blue as well.
