@hollyanndoan Chrétien shut down the Ports Canada Police in 1997, removing specialized policing from major ports as organized crime and drug trafficking flourished. Provinces inherited the social fallout while Ottawa weakened a key layer of enforcement. That decision belongs in his legacy too.
