McFadden Flew to Rotterdam to Solve a Problem His Own Department Already Explained.
Pat McFadden has been to the Netherlands. He visited a Jongerenpunt, a Dutch youth hub, and came back impressed. The Netherlands has a NEET (Not in Education, Employment, or Training) rate of 4.9 percent among 18 to 24 year olds. Britain's is 15.1 percent. McFadden's solution is to open 180 Youth Hubs over the next two years, rising to 360 by 2029, offering wraparound services, CV advice, housing support and apprenticeship pathways, backed by £2.5 billion over three years.
But he did not need to fly to Rotterdam. The explanation for the gap between Britain and the Netherlands is sitting in his own department's data.
Since 2020, 27 young non-EU migrants have been hired in Britain for every one young British worker. Non-EU youth employment has risen 355 percent. The young British workforce has grown by 0.3 percent. Over the same period, NEET numbers have risen by almost 250,000, now exceeding one million. The Centre for Social Justice published these figures, drawn from the government's own HMRC payroll data, on the same day Alan Milburn's review into youth worklessness concluded there was "no evidence" that immigration played any role. The government's own numbers say otherwise. McFadden's department has the evidence. It chose Rotterdam instead.
The £2.5 billion figure deserves scrutiny. Spread across three years and "almost one million young people," it amounts to roughly £800 per person per year. The government has separately confirmed it spends twenty-five times more paying unemployed young people benefits than it spends helping them find work. £2.5 billion against that backdrop is not a system reset. It is a press release with a budget line attached.
The document contains an admission worth dwelling on. It notes that Dutch youth report the second highest rate of depressive symptoms in the world, behind only Britain's, and that Dutch anxiety rates are only slightly lower than Britain's. It then concludes that "the difference is not health but how the country responds to it." This quietly demolishes years of government framing that attributed Britain's NEET crisis substantially to a mental health epidemic among young people. If a country with comparable mental health outcomes can achieve a NEET rate three times lower, mental health was never the primary explanation. The government has now admitted this in writing while continuing to commission reviews that lead with it.
What the Netherlands actually does, and what this document carefully avoids drawing any connection to, is maintain a labour market where 35 percent of young people pursue vocational training against 22 percent in Britain, and where over half of Dutch young people have workplace experience by age 19. That requires entry-level jobs to exist in sufficient numbers for young nationals to fill them. Britain's October budget did the opposite. The employer National Insurance rise and a near twenty percent jump in the youth minimum wage made entry-level hiring more expensive at the exact moment 27 migrants were being hired for every one British young person. Two policies, the same government, working in the same direction, both squeezing British youth out of the market the Netherlands keeps open for its own.
McFadden's Youth Hubs may help some young people navigate a broken system. They will not address why the system is broken. A generation of British youngsters has been priced out of the jobs that once gave their parents a start, replaced by imported labour at a rate of 27 to 1, while the minister responsible flew to Rotterdam to study a country that simply never created the problem Britain manufactured at home. The answer was never in the Netherlands. It was in the HMRC data, on his own desk, the whole time.

Instead of a conviction for rape, she said the child “looked over 16” and let him off completely — no jail, no sex offenders register.
In another case, she praised Algerian rapist Hamadache Hamza for “overcoming his difficult background” and setting up a hairdressing business, after he brutally raped a woman leaving her with internal injuries.
These are the people deciding justice in Britain.

Woman in her 80s returned home to find 'Eastern Europeans' had moved into her house... and police say they can't help
A gang of suspected foreign criminals seized the home of a frail pensioner while she was visiting her 'lonely' 102-year-old friend, sparking an 'absurd' two-month legal battle to try and remove them.
Shameless squatters allegedly broke into the elderly woman's £590,000 terraced property in Chingford, north-east London, at the end of April and have refused to leave.
The retired woman, who is believed to be in her 80s and living alone, is thought to have been 'deliberately targeted' by an organised crime group from Eastern Europe
She has been left effectively homeless as a result and is understood to have suffered a serious health condition following her nightmare ordeal.
However, despite her home now being in the hands of strangers, the Metropolitan Police has refused to take action to remove the group, claiming the matter is a civil offence and not a criminal one.
And those now allegedly holding the pensioner's property ransom have defiantly said; 'it's all fine' and 'nothing is happening' - before refusing to say when or if they would be leaving.
The fiasco has sparked outrage among neighbours, with one 63-year-old fuming: 'They're taking the p***.
This elderly woman has worked so hard for this country and paid her taxes and now this has happened... It's f***ing outrageous.'
Among those seen leaving the home was a woman and a number of children. It's unclear if they are among those now allegedly living in the building
'This whole thing is organised - it's an organised crime... [but] trying to get police to take action on this is completely astonishing.'
When journalists visited the quiet suburban street, a number of families were seen coming in and out of the three-bed terraced house.

The Lord Chancellor's Department Just Published A Diversity Strategy. The Government's Own Guidance Says It's Unlawful.
David Lammy is the Lord Chancellor and Secretary of State for Justice. He is constitutionally responsible for the independence of the judiciary and the rule of law in England and Wales. On 11th June 2026 his department published its Public Appointments Diversity and Outreach Strategy. Nick Timothy MP has written to him asking him to publish the legal advice behind it. He should.
The strategy sets an expectation that at least 90 percent of campaigns achieve demonstrable diversity on sift and interview panels, with panel selection informed by the current diversity of the board and any representation gaps. A panel is considered diverse where data shows representation of more than one sex, or at least one declared ethnic minority or disabled panel member. Any exceptions require documented justification and quarterly senior oversight.
The Equality Act permits positive action only in narrow circumstances. It must address a documented disadvantage, different needs, or disproportionately low participation. The department's own figures show 57 percent of its 2024 to 2025 appointments were women. That is a majority, not underrepresentation. The 12 percent ethnic minority figure is compared against 17 percent of the economically active population, but that is not the correct benchmark. The correct benchmark is the pool of qualified candidates, not the population as a whole.
The Government's own Equalities Office guidance is explicit. Creating schemes to benefit those with a particular protected characteristic, without evidence that the group is at a disadvantage or has different needs, is listed as an example of unlawful discrimination. So is requiring places reserved for those with particular protected characteristics on interview panels. The Ministry of Justice strategy appears to do both.
This is not a new position for Lammy. In 2019 he hosted a Labour conference event with Shami Chakrabarti specifically advocating time limited quotas for judicial diversity. The Lord Chief Justice responded at the time that such quotas are not compatible with appointment on merit nor, ultimately, in sustaining public confidence in the judiciary. Lammy is now implementing from the office of Lord Chancellor a policy the most senior judge in the country said would undermine confidence in judicial independence.
The stated 2028 target is a measurable reduction in the representation gap for underrepresented groups, moving the appointee profile toward the diversity profile of the UK economically active population. That is not a description of merit based selection. It is a description of demographic engineering with a deadline.
This sits within the same DEI framework documented across British institutions this week. The Sussex Police book club on inner white supremacy. The NHS pressure not to section black patients. The Hampshire Race Action Plan. Each implements SDG 10.2 and 10.3, the United Nations Agenda 2030 commitments to inclusion and reduced inequalities of outcome, adopted by Britain in 2015 without a single vote. The Ministry of Justice strategy is that same architecture applied to the department responsible for the rule of law itself.
If the Lord Chancellor's own department believes its diversity quota is lawful, the legal advice supporting that view should be published. If no such advice exists, that is the more serious problem. Either way, the department charged with upholding the law owes the public an answer.
