@Gadgetoid@ZOTAC Phil, I have found a solution for my issue with Debian 9 in a PI223. Apparently the firmware deletes the boot entries from NVRAM after every boot and ignores any Boot Menu linked to "efibootmgr". I moved /debian/grubia32.efi to /EFI/Microsoft/Boot/bootmgfw.efi and now it works!
@Gadgetoid@ZOTAC Thanks for the reply Phil! I will try that and let you know. So far, I have only been able to install and run Debian 9 (64bit) by booting with rEFInd USB stick (it will go to BIOS screen without it).
@Gadgetoid@ZOTAC Hi Phil, I am trying to install Ubuntu 16.04.3 (64bit) in a ZBOX PI223 by following your instructions at Gadgetoid. The installation works, but then Ubuntu freezes during first boot (after Grub). I have already tried many things, without any success. Any tips? Thanks in advance!
