This is so insane I actually looked up real costs:

For a “normal person” like a private homeowner in California, a comparable large concrete pool project would cost roughly $150,000 to $500,000 total

This is not anywhere near $40 million

Earlier estimates were $29 million but the costs quickly grew to $40 million and a completion date of 2029
