Por qué no vetar esa misma norma en su momento? El ministro de Hacienda Jorge Quiroz, argumentó que salía de las ideas matrices del proyecto. Ese argumento también se planteó en el resto de los vetos. La oposición acusa que el secretismo se debe a la impopularidad.

En los días previos a la decisión del gobierno de presentar tres vetos presidenciales, no era ningún secreto en el Congreso que no vetarían la norma de servicios básicos, porque en el norte del país había precisamente una zona de catástrofe.
