مع الحروب وما يتبعها من صدمات في قطاع الطاقة وتغيّرات على صعيد الاقتصاد العالمي، تعود النقاشات حول التضخم. في لبنان، فُرِضت زيادات على ضريبة القيمة المضافة وضريبة الوقود مؤخرًا وسط الحرب وأزمة اقتصادي�� طويلة، ممّا أثر بشكل غير متساوي على الفئات الأكثر هشاشةً التي تعاني أصلًا من انخفاض قيمة العملة وتراجع القدرة الشرائية وعدم استقرار الدخل.
تناقش هذه الورقة البحثية كيف يعكس الاعتماد على الضرائب غير المباشرة خيارًا سياسيًا لتجنّب إصلاحات مالية تقدمية في البلاد، في حين يُعيد إنتاج وتعميق أوجه عدم المساواة القائمة خلال فترات الأزمات.

As wars and subsequent energy shocks reshape the global economy, debates on inflation are re-emerging everywhere. In Lebanon, VAT and fuel tax increases were introduced recently amid war and a prolonged economic crisis, disproportionately affecting those already weakened by currency depreciation, declining purchasing power, and precarious incomes.
This paper explores how reliance on indirect taxation reflects a broader political choice to avoid progressive fiscal reforms in the country, while reproducing and deepening existing inequalities during periods of crisis.

اليوم في لبنان، لا يزال أكثر من مليون شخص نازحين، يسعون إلى إيجاد الاستقرار والوصول الى الدعم الأساسي ومراك�� الإيواء، والخدمات. خلال الأشهر الماضية، عمل مركز العلوم الاجتماعية للأبحاث التطبيقيّة ودليل مدني على جمع موارد موثوقة ومؤكدة في مكان واحد، بهدف تسهيل الوصول إليها للجميع. وتشمل هذه اللائحة خدمات الدعم للنازحين، إضافةً إلى قنوات التبرع وفرص التطوع.

هذا العمل لم يبدأ اليوم، فمنذ ما يقارب عشرين 20 عاماً، خلال حرب عام 2006، أصبحت الحاجة إلى ربط الناس بالمعلومات والدعم واضحة ولا يمكن تجاهلها.

Today in Lebanon, more than one million people remain displaced, trying to find stability and access basic support, shelters, and services. Over the past months, CeSSRA and Daleel Madani have been gathering reliable and verified resources in one place to make them easier to access for all. Our list includes aid services for displaced as well as donation channels and volunteering opportunities.

This work didn’t start today. Nearly 20 years ago, during the 2006 war, the need to connect people, information, and support became impossible to ignore.

What does repeated exposure to war do to childhood, mental health, education, family life, and the future of an entire generation? What happens when resilience is expected from children without the systems needed to protect them?
