UPDATE: Post in thread points out SUV on Wolverine Way, however this most likely refers to S 1200 W & S “Wolverine Way”, name changed in 2021 (did not show up as such in Google Maps).

This shifts arrival to ~ 12:31 pm, however doesn’t impact conclusions.

The earliest reasonable estimate for the arrival time at the hospital is 12:33 pm. Dispatch audio places the SUV on Wolverine Way (yellow arrow). It would normally take about 14 min to drive to TRH via this route.
