FEC Approves National Mental Health Act Amendment To Decriminalise Attempted Suicide

The Federal Executive Council (FEC) has approved the amendment of the National Mental Health Act to allow for the decriminalisation of attempted suicide in Nigeria.

The Minister of Health and Coordinating Minister of Health and Social Welfare, Muhammed Pate, speaking after the meeting, said suicide is a major public health concern in Nigeria, with the World Health Organisation estimating more than 7,000 deaths annually, with an estimated 300,000 suicide attempts across the country each year.

NIGERIA'S REFORM SCORECARD: 12 NUMBERS THAT TELL THE RENEWED HOPE STORY

In telling the Renewed Hope Story today with numbers, the Honourable Minister of Finance, Prof. Taiwo Oyedele, presented the Reform Scorecard providing a detailed account of the resources mobilized under President Tinubu’s economic reforms since 2023. The Government finally told the story- where the money came from, where it went to and how it has benefited the citizenry.
Here are the 12 key numbers.

1/12 — ₦15.8 TRILLION
Subsidy savings mobilized
Between June 2023 and December 2025, subsidy savings mobilized ₦15.8 trillion for the Federation. This represents resources freed up following the removal of the fuel subsidy and made available within the Federation's fiscal system.

2/12 — ₦5.4 TRILLION
Federal Government's share
Of the ₦15.8 trillion in subsidy savings, ₦5.4 trillion accrued to the Federal Government. The remaining ₦10.4 trillion was shared with states and local governments.

3/12 — ₦10.4 TRILLION
States and local governments
States and local governments received ₦10.4 trillion from the subsidy savings. This is important because the fiscal effect of subsidy removal was not confined to the Federal Government; a substantial portion flowed through Federation revenue sharing to subnational governments.

4/12 — ₦3.1 TRILLION
Incremental independent revenue
The Federal Government generated ₦3.1 trillion in incremental independent revenue, principally through remittances from government-owned entities. This formed part of the additional resources available to the Federal Government during the period.

5/12 — ₦11.9 TRILLION
Incremental borrowing
The Federal Government recorded ₦11.9 trillion in incremental borrowing.
The Minister's point is that borrowing would have been substantially higher, and economically destabilizing, without the fiscal space created by the reforms.

6/12 — ₦20.4 TRILLION
Total incremental Federal resources
Taken together, subsidy savings accruing to the Federal Government, incremental independent revenue and incremental borrowing brought total Federal Government incremental resources to ₦20.4 trillion.

7/12 — ₦30.64 TRILLION
Incremental expenditure
Those additional resources partly funded ₦30.64 trillion in incremental expenses. The Government therefore makes clear that the resources generated did not sit idle; they were deployed alongside the existing revenue base to meet additional government expenditure.

8/12 — ₦9.39 TRILLION
Wages, minimum wage and allowances
The largest incremental expenditure line was ₦9.39 trillion for wage adjustments; minimum wage increases and allowances for public servants. The Minister specifically notes that this amount exceeded the Federal Government's entire ₦5.4 trillion share of subsidy savings.

11/12 — ₦9.37 TRILLION
External debt service
Another ₦9.37 trillion went to external debt service made necessary by exchange-rate depreciation. Together, wages and external debt service accounted for the two largest incremental expenditure lines.

12/12 — ₦6.5 TRILLION
Strategic infrastructure
The third-largest incremental expenditure line was ₦6.5 trillion for strategic infrastructure.
This was part of the ₦30.64 trillion in incremental expenses recorded over the period.

Lagos and Federal Government align on malaria elimination

My meeting with the National Malaria Elimination Programme (NMEP) team last week is important as we align Federal and State strategies following Lagos’ gains in reducing malaria positive cases from about 60% to below 5% of fever cases. This means most fevers in Lagos are now NOT caused by malaria.

Governor Babajide Sanwo-Olu has given a clear mandate to put Lagos on the pathway to malaria elimination. The Lagos State Ministry of Health team takes this mandate very seriously.

We now know where malaria transmission remains and concentrate our resources where they are needed most. We discussed combining Lagos’ data with national data to identify hotspots and target mosquito control and insecticide treated nets to communities that need them most.

A major part of Lagos’ progress has been our Test Before Treat policy.

In our government hospitals and clinics, malaria must now be confirmed with a rapid diagnostic test before treatment is given.

Research conducted in Lagos has demonstrated that WHO prequalified rapid diagnostic tests provide a more accurate diagnosis than the commonly used microscope diagnosis.

This has reduced fever patients receiving antimalarial medicines by about 90%. A negative test allows healthcare providers to look for the cause sooner, helping people receive the right treatment earlier and reducing unnecessary antimalarial use and drug resistance.

My message to Lagosians is simple: Please do not accept malaria treatment without an accurate diagnosis. If your test is negative, your healthcare provider will look for the actual cause of your fever.

I urge the private sector to use WHO prequalified, NAFDAC registered rapid diagnostic tests for patients presenting with symptoms of malaria. Large procurements should ensure relevant lots or batches undergo quality testing.

Test Before Treat has changed how we diagnose malaria in Lagos. We now know where malaria remains. We must use that knowledge to target our interventions and move Lagos towards elimination.

PRESIDENT TINUBU APPOINTS ABEL OLUMUYIWA ENITAN AS HEAD OF THE CIVIL SERVICE OF THE FEDERATION

President Bola Tinubu has appointed Mr Abel Olumuyiwa Enitan as the Head of the Civil Service of the Federation, effective August 27, 2026.

A statement by the Special Adviser to the President, Information and Strategy, Bayo Onanuga says Mr Enitan succeeds Mrs Didi Esther Walson-Jack, who will retire from the Federal Civil Service upon attaining the statutory retirement age of 60.

It adds, Mr Enitan, from Osun State, is the most senior Permanent Secretary in the Federal Civil Service. He has served as Permanent Secretary for seven years and seven months, with postings to the Ministry of Police Affairs, the Ministry of Humanitarian Affairs, and the Office of the Vice President. He is currently the Permanent Secretary in the Federal Ministry of Education.

He brings considerable institutional experience and a deep understanding of the workings of the Federal Civil Service to his new responsibility.

President Tinubu has expressed profound appreciation to Mrs Walson-Jack for her distinguished service to the nation and for the reforms, impact and innovations recorded in the Civil Service during her tenure.

The President wishes her a fulfilling and successful life after service and conveys the nation's gratitude for her years of dedicated and impactful public service.

President Tinubu charges the incoming Head of the Civil Service of the Federation to consolidate the reforms and innovations already underway, deepen professionalism and efficiency across the service, and build a more effective and responsive Civil Service capable of delivering on the administration's Renewed Hope Agenda.

The President further urges Mr Enitan to lead a Civil Service that is professional, merit-driven, accountable, innovative, and responsive to the needs and aspirations of Nigerians.

Enitan was born on December 12, 1966, had his secondary education at Ajibode Grammar School, Ibadan, and the College of Arts and Science, Ile-Ife. He later attended the University of Lagos, graduating in 1988 with a https://t.co/o1mPoJ5dIO. in Finance and Banking.

But according to Duke, the most revealing moment came after the meeting appeared to have ended.

He noted that as the men were leaving Obasanjo’s private study, Babangida said he had forgotten his keys inside and asked Obasanjo to walk back with him.

As both men walked back alone, Babangida allegedly dropped his diplomatic tone and delivered a blunt warning.

“I warned you not to trust that your deputy,” he told Obasanjo.

And when they returned to the others, Babangida looked at Atiku before turning back to Obasanjo.

“This one cannot rule Nigeria,” he allegedly said.

Duke said the encounter offered a glimpse into just how deep the distrust between Obasanjo and Atiku had become, and how seriously the political struggle was being discussed behind closed doors.

He added that the episode also reinforced one of the lessons he learnt from his time in office which is that, “betrayal is a very crazy thing in politics”.

I honestly struggle to understand how low some can sink or how deep their animosity toward their own country can become, to the extent of taking footage of the devastating tragedy in Sudan and deliberately presenting it as an incident in Nigeria. Criticizing the government is a legitimate part of democratic discourse, but deliberately misrepresenting another country’s suffering to create a false and damaging narrative about Nigeria is irresponsible and reprehensible.
