China's biggest livestreamer worked from 8 at night until 7 in the morning, 350 nights a year. Then the government fined her $210 million, and deleted her from the internet in under 6 hours. Her name was Huang Wei, though viewers knew her as Viya. In one night in October 2021, she sold about $1.3 billion of goods. Years of talking on stream had left her voice permanently hoarse, and while doctors could have operated, she never took the time off.

Her money came from commissions, plus fees brands paid just to get their products a spot on her show. She earned that money personally, and China taxes personal service income like hers at up to 45%. Company profit, by contrast, is taxed at 35% at most. So she set up one-person companies on Chongming Island, outside Shanghai, and had her fees paid to them instead, turning her personal pay on paper into company income. How much did that save her? Chongming used a rule meant for businesses too small to keep proper books: the tax office simply assumed profit was 5% of revenue. That means the real rate was 35% of 5%, or 1.75%, as tax official Yang Sanyi published. The lowest salary rate in China is 3%.

And nobody hid any of this. On the very day she was fined, reporters opened the Chongming development zone's own government website, where a page in bold called this setup a "tax-avoidance magic weapon" that could "save more than 70%," and promised that "every policy complies with national law." A county government was selling the loophole and calling it legal. Then, on December 20th, 2021, came the fine: 1.34 billion yuan, more than the fines on actresses Fan Bingbing and Zheng Shuang combined. At 5:12 that afternoon, state media declared "livestreaming is no 'place beyond the law,'" and People's Daily said she "asked for the hammer and got it."

By 9:40 that night, her Weibo, her Douyin, and her Taobao Live channel all returned nothing. Her 18 million Weibo followers and the 89 million people following her shopping channel had nowhere left to find her. She never streamed again. The officials who advertised the loophole were never named.

The Bapedi Royal House in Sekhukhune, Limpopo, has taken steps to rehabilitate areas affected by illegal chrome mining and has brought in private security to help protect the Atok community and prevent further illegal mining.

The Royal House obtained a court order against the Department of Mineral Resources and Petroleum Resources over its failure to stop illegal chrome mining in the Atok area.

The order effectively suspends the mining licence in question and empowers the Bapedi Kingdom to take steps to prevent illegal miners, commonly known as zama zamas, from operating in the area.

This week alone, several illegal miners, who are alleged to be undocumented immigrants from neighbouring countries, including Mozambique, Malawi, Zimbabwe and Lesotho, were arrested.

Communities in Atok have raised concerns about dangerous tunnels, open trenches and damage to infrastructure. Some of the tunnels reportedly run beneath homes and primary schools, posing serious safety risks to residents.
