They now queue the requests and send in chunks of allowed limit every time the limit resets.

What did Nokia do or didn't do that took them out of mobile phone business? Here is the story of what actually happened.
Most phone brands in the early 2000s were running manufacturer-specific software. Brands like Motorola had BREW/JAVA. HTC had Windows Mobile. Nokia had Series 20/30/40, then later, Symbian, which would become the most powerful platform then.
Nokia really hold the mobile phone ecosystem hostage at the period. They became the biggest mobile phone brand during the time.
In 2007, Apple came with iPhone and its native OS, iOS. Android came in 2008. This is where the whole new trajectory of mobile phones started taking a new shape.
Before this time, around 2004-2005, Nokia had started developing a Linux-based platform called Maemo, aiming to revolutionalized the Mobile phone ecosystem. They had some of their phones around this time running on the platform.
Birth of iOS and Android around 2007-2008 met Nokia in the midst of developing their own platform. So, Nokia had no intention of adopting a third-party platform.
iOS and Android continued running their parallel platforms while Nokia did not discontinue its platform-specific software. They were rather strengthning what they had.
Some other phone brands like LG, Motorola, Samsung, HTC, Sony Ericson, etc, quickly adopted Android early enough.
Nokia, who had Symbian and Maemo taught they could carved their own unique niche. Moreover, they were still the dominant force even with the presence of iOS and Android at that time.
By 2010, Nokia collaborated with Intel to develop a more suitable mobile OS that could rival iOS and Android while their phones were still largely running on Symbian.
Nokia somehow evolved Maemo to MeeGo, another Linux-based mobile phone platform.
In September of 2010, Stephen Elop, a former executive at Microsoft became CEO of Nokia. I believe Elop's employment actually cemented what became of Nokia today.
Even with the development of MeeGo, Nokia had started losing the phone market to Android and iOS. Something urgent needed to be done.
They had 4 options:
1. Continue with Symbian
2. Continue developing MeeGo
3. Adopt Android
4. Partner with Microsoft and adopt Window Phone.
They decided to put Symbian and MeeGo aside and were left with two options.
Elop had an objection to Nokia adopting Android, stating that Nokia will become just another Android manufacturer. That, they didn't want at Nokia considering the magnitude of what they've built through years.
The only option they would consider was to partner with Microsoft.
By February 2011, a memo called "Burning Platform" was released. What was in the memo was simple, Nokia and Microsoft would go into partnership to start producing Windows Phones. This gave birth to the first phone under this aliance later in the year, Nokia Lumia.
This partnership continued until 2013 when there was another formal agreement that Microsoft was acquiring Nokia's Devices and Services business.
The acquisition was values at €5.44 billion (two separate fees made this total) which was completed in 2014.
Microsoft ran this through 2016 until they had the necessity to dispose of a part, feature-phone licensing they acquired from Nokia.
HMD Global and FIH Mobile bought the license for $350 million and they took another permission from Nokia to start producing phones under Nokia's license.
In 2023, there was an amendment in the agreement HMD had with Nokia. They are now producing HMD phones which are separate from HMD-Nokia phones and the phones are running on Android.
Today, Nokia Corporation has completely moved away from phone manufacturing. They now focus mainly on Telecommunication and Networking and they are doing beautifully well. What they lost in the Mobile phone ecosystem, they are getting it in an entirely different platofrm.
Their story didn't necessarily end a sad one. They rediscovered themselves somewhere else instead of rueing the failure they had in the mobile phone business.
"I am sorry to say, your UX is very wack. You should check your platform behaviour with your engineering team. The said reason you mention for declining my request was never my fault.
The UI doesn't provide a button I could use to upload the said documents.
I have been having one issue or the other with this your platform for up to 8 weeks now, the story has remain the same. You should be magnanimous with the way you do things.
Talk to your technical team, there are many things they are not doing just right."
With the quoted texts above, I wanted to reply to the decline message from you via email but I opted to do it here.

If I eventually have my way with another SMS API platform, that means I am done with you. I can always sacrifice the balance in my wallet for a better service experience.
