There is plenty of people to play with, i can play solo and have a wholesome time with randoms killing larger arc and also some amazing pvp time with 2 other friends.

Want an easier lobby?, just don't shoot 3 games and queue up.
The matchmaking is constantly changing depending on your previous matches.

risk will always be there in both pve and pvp lobbys because you are playing with people, not robots.
