This quote is taken out of context. It clearly does not refer to "terrorism" in the sense of non-state actors launching attacks on civilian targets (e.g., killing women and children, which is forbidden in Islam).

Rather it is a reference to "terror" in the sense of spreading fear among military enemies to force them into submission. This is a key aspect of all wars - religious or non-religious.

Interestingly, the Bible contains countless passages which refer to God helping the Israelites by casting terror into the hearts of their enemies.

For example, the Bible (Exodus 15:14-16) says:

"The people shall hear, and be afraid: sorrow shall take hold on the inhabitants of Palestina. Then the dukes of Edom shall be amazed; the mighty men of Moab, trembling shall take hold upon them; all the inhabitants of Canaan shall melt away. Fear and dread shall fall upon them; by the greatness of thine arm they shall be as still as a stone; till thy people pass over, O Lord, till the people pass over, which thou hast purchased."

Similarly, the Bible (Deuteronomy 2:25) says:

"25 This very day I will begin to put the terror and fear of you on all the nations under heaven. They will hear reports of you and will tremble and be in anguish because of you."

The Bible (Joshua 2:8-11) also describes a situation where a non-Israelite woman (Rahab) describes how the Israelites have provoked terror in the hearts of her people:

"8 Before the spies lay down for the night, she went up on the roof 9 and said to them, “I know that the Lord has given you this land and that a great fear of you has fallen on us, so that all who live in this country are melting in fear because of you. 10 We have heard how the Lord dried up the water of the Red Sea[a] for you when you came out of Egypt, and what you did to Sihon and Og, the two kings of the Amorites east of the Jordan, whom you completely destroyed.[b] 11 When we heard of it, our hearts melted in fear and everyone’s courage failed because of you, for the Lord your God is God in heaven above and on the earth below."

WHAT ARE THE BENEFITS OF FASTING (SAWM) AND REMEMBERING DEATH?

This matter is addressed in Islamic writings on virtues (akhlaq) and Sufism.

Our desires for things of the world (dunya) cause us to neglect Allah, such that we do not think about Him, and such that we disobey His commands.

Hence we think about getting food, and sex, and money instead of remembering Allah, the blessings He has given us, and how we should love and thank him from these blessings (shukr al-mun'im).

And we disobey Allah (i.e., violate His Sharia) to get as much pleasure from food and sex and money as possible. So we eat and drink what is haram (pork and wine), we fornicate, and we seek financial gains through stealing or interest loans or selling forbidden things (e.g., pornography, drugs).

Our desires are competing with Allah for our attention and devotion. And if we let ourselves be carried away by them, we set them in the position of Allah.

The Quran mentions this tradeoff:

"[Prophet], consider the one who has taken his own desire as a god, whom God allows to stray in the face of knowledge, sealing his ears and heart and covering his eyes- who can guide such a person after God [has done this]? Will you [people] not take heed?" [Quran 45:23]

So if we wish to focus on Allah, we must weaken our attachment to worldly pleasures (zuhd).

How can this be done? One way is remembrance of death, which reminds us not to get too attached to worldly pleasures, as they are limited and fleeting.

Ibn Majah reports, it was narrated that Abu Hurairah said:

“The Messenger of Allah (ﷺ) said: ‘Frequently remember the destroyer of pleasures,’ meaning death.”

حَدَّثَنَا مَحْمُودُ بْنُ غَيْلاَنَ، حَدَّثَنَا الْفَضْلُ بْنُ مُوسَى، عَنْ مُحَمَّدِ بْنِ عَمْرٍو، عَنْ أَبِي سَلَمَةَ، عَنْ أَبِي هُرَيْرَةَ، قَالَ قَالَ رَسُولُ اللَّهِ ـ صلى الله عليه وسلم ـ : " أَكْثِرُوا ذِكْرَ هَاذِمِ اللَّذَّاتِ " . يَعْنِي الْمَوْتَ .

To remember death, it is useful to visit the graves, and attend funeral prayers, and care for family members who are sick or old and dying, and read Quran and hadith which talk about the moment of death and what happens afterwards.

None of this happens in a modern secular non-Islamic society - where death is hidden away -where graveyards are placed on the outskirts of the city, old people are left to die alone in nursing homes, and people do not read scriptural texts on death.

Compare with the structure of traditional Islamic cities, where graves have a central place.

Compare with traditional Islamic forms of family life (which require care for the dying), and religious life (which involve reading and reciting much on death)!

And then beyond the remembrance of death there is fasting, which is, at least in part, a tool for "breaking the two desires" (kasr al-shahwatayn) - as described in Ghazali's Ihya Ulum al-Din.

Through the practice of fasting we train ourselves to control our desires for food and sex and learn not to focus on them.

In Ramadan this is done from sunrise to sunset for an entire month. When we train our minds not to focus on desires for food and sex, we are free to focus on Allah. And when we practice self-control, we are able to prevent our desires for food from pushing us into disobedience to Allah.

Needless to say, fasting is the antithesis of modern secular consumer culture which centers on maximal ceaseless gratification of desires for food and sex (e.g., turning everyone into an obese pornography addict).

People ask why they feel that the faith is so weak, and their relationship with Allah is so weak.

One reason is that they have abandoned the remembrance of death and fasting.
