โญ The River Always Has the Final Say
Civilisations are built around rivers. But history also shows that rivers can reshape or even weaken the societies that depend on them.
The decline of the Indus Valley Civilisation was not simply because a river suddenly changed its course. Evidence points to a slower environmental stress, weakening monsoons, prolonged droughts, changing river flows and growing water stress. Cities like Mohenjodaro and Harappa gradually declined as people moved towards areas with better water availability.
Angkor and the Yellow River basin offer similar lessons. Too little water can weaken agriculture and settlements too much can destroy them.
Modern Vulnerability :
The recent floods in Nepal show how dangerous the Himalayan river system can be. Sudden floods, landslides, debris and changing river channels can quickly damage roads, bridges, hydropower projects and settlements.
Today, the fragile Himalayas face a similar challenge. Rapid road construction, tunnelling, hydropower projects and settlements along river valleys are increasing human exposure to floods, landslides and changing river behaviour. Climate change is making rainfall, glaciers and river flows even more uncertain.
The answer is not to stop development. It is to build with the river, not against it (By protecting floodplains, respecting the carrying capacity of the mountains and strengthening early warning systems).
We cannot defeat rivers. We can only learn to live with them.Because history has already taught us one simple lesson:
'We cannot control rivers completely. We can only learn to live with their changing nature.'

๐Article 358 and Article 359 of the Constitution of India, Fundamental Rights can be suspended when a National Emergency is officially proclaimed by the President.
๐Even during a National Emergency, Articles 20 and Article 21 cannot be suspended.
๐Role of Parliament: While Parliament can amend the Constitution to restrict or modify rights (subject to the basic structure doctrine), the temporary suspension of the enforcement of these rights is strictly triggered by an emergency proclamation.
