@HollieB Also, look up "starvation mode". Perhaps such low calorie intake is making your body store the fat, "just in case". Oh, and try eating more protein than carbs on those calories. Carbs will just burn quick for a boost of energy but will also make you retain fat a bit more.
@HollieB Correct weight training will burn calories but put on muscle mass, just shifting the weight. Not worrisome at all but gaining muscle will make you also gain weight. One for the other! If shape is what you are after weight is not important AT ALL. It's a number that only YOU know!
