What’s happening with Vgen artists charging a percentage just to use or post the art?

As a Vtuber, am I really expected to pay for artwork and then pay an additional percentage just to share it? Do they think I’m going to pay for art just to let it sit in a folder?

I understand if I’d use it for merchandise and I don’t mind paying extra
But making me pay another 150-200€ just to be able to use the art is insane…
