Prior to IBM, it was not possible to use RHEL for free and it was not possible to contribute to RHEL because of how they did development. After IBM, RHEL is free and contributions are possible.

It’s free to use as an OS and it’s always been free to see the code, that’s not changed either. There’s a lot of misinformation on this out there
