The Republic of Shame: Civic Sense Is Not Alien, It Is Murdered by Impunity

A young Israeli woman walks the streets of Pushkar. A group of men surrounds her. One asks, “Ek s**hot ka kitna legi?” — “How much for one shot?” They film her discomfort. They laugh. This is not a failure of education. This is the murder of Dharma in the hearts of the citizenry.

In another corner of this country, a man urinates inside a train coach and picks a fight when confronted. At the Taj Mahal, a photographer confronts a group of men staring at a foreign woman, asking, “Kyu dekh rahe ho?” — “Why are you staring?” The men argue. They see nothing wrong.

In Kolkata, a young man follows an Australian tourist, repeatedly demanding a kiss. He holds the tourist’s hand. The tourist is visibly distressed. In Manali, a man gropes a foreign woman’s thigh on a busy street.

The denial of justice was a “grave miscarriage.” What is this, if not a gross miscarriage of social justice?

These are not isolated incidents. They are the symptoms of a deeper rot. A nation that once prided itself on Atithi Devo Bhava — “The guest is God” — has become a nation where the guest is prey.

The greatest fear in the world is of the opinions of others. And the moment you are unafraid of the crowd, you are no longer a sheep, you become a lion. But what happens when the crowd itself becomes the predator? What happens when the crowd has no fear of law, no fear of shame, no fear of social ostracisation? It becomes a mob. And a mob, as Palkhivala warned, is the death of democracy.

The Constitution of India, under Article 21, guarantees the right to life and personal liberty. It guarantees the right to move freely, to live with dignity. But a Constitution is a piece of paper. It is only as strong as the society that breathes life into it.

When a foreign tourist is harassed and filmed, the injury is not just to her. It is an injury to the Republic. It tells the world that India is not safe. It tells the world that India does not respect the dignity of the individual. It tells the world that the Indian citizen has become a law unto himself.

And where is the State? Where are the guardians of law? The police who look away. The courts that take decades to deliver justice. The legislature that is more interested in slogans than in civic education.

Constitutional morality is no less essential than constitutional legality. We have legality. We have thousands of laws. But we have lost morality. We have lost the sense of shared space. We have lost the sense of shame.

The Republic of India is not a failed state. It is a state that has failed its citizens. It has failed to teach them that rights come with duties. It has failed to teach them that freedom ends where another’s dignity begins. It has failed to teach them that a nation’s reputation is built not by its GDP, but by the conduct of its people.

The hour demands a reckoning. Not incremental reform, but a fundamental transformation. The citizen must be made to understand that the law is not a distant abstraction, but a living reality that binds the powerful and the powerless alike. The State must be made to understand that its primary duty is not the preservation of power, but the protection of the vulnerable.

Civic sense is not alien to Indians. It has been murdered by impunity. It is time to resurrect it. It is time to remind every Indian that the Republic is not a piece of territory, but a covenant — a covenant of dignity, of respect, of Dharma. When that covenant is broken, no Constitution, no law, no amendment, can save us.

What it probably won’t tell you is the other part of the story.

This road widening is part of a larger infrastructure push that is expected to drive up land values in Ujjain. And that matters because a recent Indian Express investigation found that the CM’s family and family-linked real-estate companies acquired at least 168 acres across 137 plots for ₹45 crore after he became Chief Minister.

Even more interestingly, the investigation found that around 111 acres of that land lies alongside road and highway projects announced by his government.

So while the cameras show the CM’s ancestral home giving way for a wider road, there is another question worth asking:

Who owns the land around these new roads, and who stands to benefit when its value goes up?

The Indian Express put those questions to the CM and his office. They did not respond to the newspaper’s detailed questionnaire.
