The following special economic zones were identified:

To focus on petrochemicals , agroprocessing, and logistics.

Tubatse
Platinum group metals processing and other value adding activities.

2. Mpumalanga (Nkomazi)

Agroprocessing.

3. Western Cape (Atlantis)

Green Technology.

4. Northern Cape (Upington)

Renewable Energy.

5. Eastern Cape (Wild Coast)

Agroprocessing.

6. KZN (Dube TradePort)

Agroprocessing.

7. Gauteng (Nasrec)

Information Technology, Electronics and Film.

8 Free State (Harrismith)

Agroprocessing and Logistics.

9. North West (Bojanala)

Servicing region's platinum hub.

The government agreed on a 5 year bilateral plan with China that allowed for capacity building program with the Chinese which would enable the DTI to take 30 officials a year from across all the SEZs to China to be trained in the various elements of SEZ design, planning, development, and implementation. Based on what officials would have learnt in China, the skills would then be considered and modified to suit the South African environment. The choice for China was that it has used SEZs to drive economic growth and therefore presented good learning opportunities.
