If you’re in Lagos, please visit the nearest Local Government office or the closest INEC office around you. There’s definitely a registration stand there.
OR
If you’re around Sabo/Yaba, you can come directly to the INEC office opposite the High Court. We’ll be there from 9AM – 3PM.
Also, if you register with your phone, you’ll still need to go for biometric capturing.
