In 2001-2003 Oregon's budget was $34 Billion:
32% for education
25% for social programs
12% for infrastructure
12% for administration
6% for public safety
13% for everything else

The 2025-27 budget was $140 Billion, over four times higher:
18% for education
45% for social programs
7.5% for infrastructure
14% for administration
5% for public safety
10.5% for everything else

Focus on the money they are giving away: In 2001-03, Oregon spent $8.5 Billion, 25% of its budget, on social programs. In 2025-27, they are spending $62.7 Billion, 45% of the budget on social programs. That is 7 times as much and almost half the budget on handouts. The “Healthier Oregon” portion of the OHP spends $1.3 Billion and offers free medical for illegal migrants. They spent $60,000 on “homeless services” per homeless person in 2024, and the homeless count rose anyway.
Oregon schools fell to the bottom of the US reading and math scores. To fix the poor graduation rates, they passed a law that students don’t need to prove proficiency to graduate.

This doesn’t seem like they are addressing poverty or poor education; they are building an empire of permanent dependency with themselves in charge . With that their campaign strategy is, “Vote for us or the Republicans will take away your benefits!”

Kotek can’t blame Oregon’s money troubles on Trump. Democrats have controlled Oregon politics this whole time, even as the Federal government has flipped party control 5 times!

Portland City Council September 9, 2026 Public Testimony

Good morning. My name is David Dysart.

I've lived in the downtown area for nearly 20 years and in Portland on both sides of the river for the better part of 37 years.

Portland's grown significantly during that time, but the city's leadership has failed to address many of the challenges and crises that followed.

We're living with the consequences of small thinking, naive assumptions, and bureaucrat. Finger pointing.

We can't solve our big problems if we care more about process than outcomes.

Too often we've made the perfect the enemy of the good, like being surprised 200 people couldn't agree on the perfect sobering center, so they just gave up. But at least every conceivable interest group got a voice in doing nothing.

And too often we're more focused on virtue signaling to our tribes than helping the most vulnerable among us. More concerned about ideology than individuals in need.

Our downtown and adjacent neighborhoods are at the center of these challenges. They bear the brunt of them. Downtown isn't just another neighborhood. It's our heart. And it's on life support.

Portlanders have lost confidence in this council. Taking up ideologically driven agendas from special interests sends a message. You're not focused on the critical challenges we face.

Perception is reality in politics and you're squandering the precious bandwidth you have to win hearts and minds.

We need to care more about who's on our streets, but who's in the White House?

We need to care more about who’s on our streets, then who is in the White House? Trips to Europe for social housing ideas, banning niche food and renaming already renamed streets. Our house is on fire and we're picking out curtains.

If you're not focused on economic development, people in crisis on our streets and public safety, you're not meeting the moment you're in action is doing the talking. We're hemorrhaging our tax base, driving out the very people and businesses we need to fund basic services.

It used to be a no brainer to be in Portland. Now it's a challenged choice.

It's vital we attract more investment and visitors downtown but we are either unwilling or unable to meaningfully address the human crisis on our streets name one entrance to downtown, where visitors don't either immediately or within short distance confront a humanitarian crisis.

We declared a state of emergency on the houseless 20 years ago.

Can we blame folks for thinking we have no idea how to run a city?

Why in 2026 are the same first four blocks that folks encounter from the Burnside Bridge into downtown a dystopian nightmare? Over 40,000 trips go across that bridge every day.

When people see this chaos, they perceive the city is in crisis and unable to deal with its challenges, leading many to avoid downtown and for some, Portland altogether. That's not keeping Portland weird, it's keeping Portland broke.

While Iran was bragging about controlling the Strait and Western media repeated every inane threat out of Tehran, American servicemen were quietly underwater blowing up their mines.
