Obstruction of Transition: Cabello is currently using his control over the Bolivarian National Guard and “the collectives” to incite chaos and intimidate the population, serving as a primary hurdle to the stabilisation efforts led by instructions of the US government to Interim President Delcy Rodríguez, who is to blame for many crimes.
Criminal Command:
As the "real ringleader" of the security faction, his continued freedom allows him to maintain a corrupt patronage system and ensure the survival of the previous regime's most repressive elements.
Ultimatum Non-Compliance:
While Washington has issued ultimatums for his cooperation, his public signals of defiance, personally leading armed units through Caracas, demonstrate that only his removal from power will allow for free and fair elections.

That shift inevitably places X at odds with regulatory cultures in parts of Europe that favour pre-emptive control of speech rather than post-hoc enforcement of clearly defined laws.
While states are entitled to investigate genuine cybercrime, the context matters, and in this case, it doesn’t, it is politically motivated to force the US to accept overreaching EU laws.
The raid on X’s French offices, followed by a summons of the platform’s owner rather than technical or compliance staff, is highly unusual.
It is conveying that the target is not specific criminal conduct, but the platform’s governance philosophy itself.
