Kenya's tax administration landscape is undergoing significant transformation.
The commencement of Income & Expenses Validation effective January 1st, 2026 has unsettled the status quo.
I sat down with the Chief Manager in charge of Electronic Tax Invoicing (eTIMS) at the Kenya Revenue Authority, Hakamba Wangwe, to discuss a host of issues around this transition.
My key take aways:
· The Authority is making a provision for taxpayers to be able to claim expenses related to dealings with the government
· On my concerns regarding misalignment between tax reporting & standard accounting, the Authority says there will be a provision that caters to prepayments & accruals
· The Authority says is taking a sector-by-sector approach when it comes to claiming non-eTIMS backed expenses. Still verifiable, documentation (receipts, contracts et al) will be the key issue here
· There's ongoing piloting of geo-referencing eTIMS invoices to address a growing challenge of fictitious invoices
· Reverse invoicing as provided for under the Tax Procedures (Amendment) Laws Act '24 has so far captured 4,500 transactions worth Kes 800.0 million
