@saweezo They originally planned four characters, but eventually reduced it to Lucia and Jason. In the 2022 leak, you can see the third character that was originally planned.

I'm wondering if there are multiple states in GTA 6 or not, because in the extended look we saw Plates with Gloriana first and then with Leonida. Is there any official confirmation or anything like that?

I have a feeling that these scenes are connected. In the scene with Mendez, you don’t see Jason or Lucia, but Rockstar Games has never made a cutscene where the playable character isn’t present.
