CD rework + CC diminishing returns just dropped and mages are the most affected by this change in @PlayCalamity

No more chain silence → stun combos. Skill spam is getting checked hard.

Honestly? Respect the move. Rebalancing like this is exactly what Calamity needs — can't have every comp running 3 mages just CC-locking people forever. Excited to see more class diversity in team comps now.
