If they are classified as unvaccinated (one dose) it reads to me in order to enter England they now have to do pre-departure test, day 2, day 8 and quarantine. This is worse than the original Amber rule

The transport secretary @GrantShapps tells me there is "absolutely no doubt" rail use will rebound.
Rail passenger numbers have declined slightly in the past month: currently 42.7% of pre-pandemic levels.
For comparison, road use reached 102% last weekend.
