1. Divide the original wheel into 5 6-pick clusters. For instance cluster 1 would be 12,1,30,19,18,7 and cluster 2 would be 6,25,23,14,11,2 and so on…

4. Every 5 years you could create these 6 team clusters based on last years record. Cluster 1 will have the worst team record and best, cluster 2 will have 2nd worst and 29th. But still adjust as needed to keep it 3 teams from each conference. This also dictates starting cluster
