1 council officers run the council, chair the meeting & any proposals are put to an open vote.
2 all cllrs not elected this time resign en masse and elections take place to elect a majority or slight minority party of whatever flavour to run the council.

@OldhamPravda @OldhamCouncil McMahon can go away. He started this whole mess with his inane vanity project schemes that have cost this town millions for no benefit and created the mess we're in now. Others that followed him made it even worse.
