Who is responsible for these repeated delays? Who answers when scholars are unable to plan their rent, bills, research expenses and basic living costs because they have no idea when their fellowship will arrive?

This isn’t a one-time delay. It happens every month. No fixed payment date, no transparency, no accountability.
A fellowship is not charity. It is financial support earned through a national-level competitive examination.
