One of the reasons Rurouni Kenshin worked so well as a live-action adaptation is that its world was relatively grounded. The characters relied primarily on exceptional swordsmanship, combat techniques and physical skill rather than supernatural abilities. Naruto, on the other hand, is built around an entirely different fantasy world filled with jutsus, extraordinary powers and superhuman characters. Translating that convincingly into live action without losing the essence of the story would be an enormous challenge. Not every anime is suited for live-action adaptation, and Naruto is a perfect example of why some stories are better left animated.
