وقّعت مؤسسة حراس الحقيقة مذكرة تفاهم مع الآلية الدولية المحايدة والمستقلة (IIIM) في لاهاي يوم الجمعة 26 حزيران 2026، في خطوة تمثل مرحلة جديدة من التعاون المؤسسي دعماً لجهود العدالة والمساءلة المتعلقة بسوريا.
وتستند هذه المذكرة إلى سنوات من التعاون السابق بين الآلية والخوذ البيضاء، وتعكس المرحلة الانتقالية التي تشهدها المؤسسات السورية، بما يضمن استمرارية التعاون فيما يتعلق بالمعلومات والمواد التي وثّقها الدفاع المدني السوري.
كما تضع المذكرة إطاراً ينظّم حفظ هذه المعلومات وإمكانية الوصول إليها ومعالجتها وتصنيفها واستخدامها وتبادلها، بما يخدم أهداف العدالة والمساءلة، ووفقاً للمعايير الدولية ذات الصلة.
ونتقدم بجزيل الشكر إلى فريق الآلية الدولية المحايدة والمستقلة على تعاونه البنّاء، ونتطلع إلى مواصلة العمل المشترك دعماً للحقيقة والعدالة والمساءلة في سوريا.

On Friday, 26 June 2026, in The Hague, the Truth Guardians Foundation and the International, Impartial and Independent Mechanism (IIIM) @iiimsyria signed a Memorandum of Understanding, marking a new phase of institutional cooperation in support of justice and accountability efforts for Syria.

The MoU builds on the longstanding cooperation between the IIIM and The White Helmets. Reflecting Syria's institutional transition, it provides a framework for the continued cooperation concerning Syria Civil Defence-origin information and establishes the principles governing its retention, access, processing, classification, use, and sharing for justice and accountability purposes.

This agreement reflects our shared commitment to preserving evidence, supporting accountability efforts, and contributing to future justice processes for Syria in accordance with international standards.

We are grateful to the IIIM for its constructive partnership throughout this process and look forward to continuing our cooperation in pursuit of truth, justice, and accountability.

As part of ongoing efforts to document and safeguard Syrian heritage, and to record the current condition of archaeological sites and the damage they have sustained, a team from Truth Guardians, working in coordination with the Directorate-General of Antiquities and Museums, conducted fieldwork in the western sector of the ancient city of Al‑Bara in the Idlib countryside, a site inscribed on the UNESCO World Heritage List.
The teams carried out a comprehensive topographic survey and aerial imaging using advanced surveying instruments (drones). This work aimed to collect high-quality spatial and visual data, which will be used to produce accurate maps and detailed models of the targeted area.
The purpose of this data collection is to assess the physical and spatial condition of the archaeological site and to determine the extent of damage caused by years of conflict as well as natural factors. This effort forms part of a broader initiative to establish a national database of archaeological sites across Syria.

ضمن مساعي توثيق وحماية التراث السوري، وتوثيق الوضع الراهن والأضرار في المناطق الأثرية، قام فريق من مؤسسة حراس الحقيقة، وبالتنسيق مع المديرية العامة للآثار والمتا��ف، بأعمال ميدانية في الجزء الغربي من المدينة الأثرية "البارة" – ريف إدلب، المدرجة ضمن لائحة التراث العالمي.

نفذت الفرق الهندسية التابعة للمؤسسة عملية مسح طبوغرافي وتصوير جوي باستخدام الأجهزة المساحية والطائرات المسيّرة (الدرون)، بهدف جمع البيانات المكانية والبصرية اللازمة لمعالجة وإنتاج خرائط ونماذج تمثل المنطقة المستهدفة بدقة عالية.

ويهدف جمع البيانات المساحية إلى الوقوف على الحالة الفنية والمكانية للموقع الأثري، وتحديد حجم الأضرار التي لحقت به نتيجة سنوات النزاع والعوامل الطبيعية، وذلك ضمن عملية بناء قاعدة بيانات وطنية للمواقع الاثرية في سوريا. #حراس_الحقيقة #مديرية_الاثار_والمتاحف

شاركت مؤسسة حراس الحقيقة في جلسة عمل تقنية متخصصة عقدتها الهيئة الوطنية للعدالة الانتقالية في مقرها بدمشق، مع الآلية الدولية المحايدة والمستقلة (IIIM)، وركزت على حلول استضافة البيانات وإدارة القضايا وفق المعايير المهنية والتقنية.

وناقشت الجلسة استراتيجيات تخزين البيانات بشكل آمن، وتطوير الب��ية التحتية التقنية وسير العمل بما يضمن حماية المعلومات وسريتها، إلى جانب استعراض معايير التشفير وآليات النقل الآمن للبيانات.

كما تناولت الجلسة أطر الدعم الفني المستمر وسبل الاستفادة من الخبرات الدولية لتعزيز الأداء المؤسسي، بما يسهم في بناء منظومة عدالة انتقالية فعالة وآمنة وموثوقة.
