This NERC net billing rule is indeed not flexible. It basically tells 99% of residential solar owners “your excess power isn’t welcome on the grid” despite all the public feedback they got last year.
But there’s already a working alternative that fixes exactly this: T&S Power Grid.

I'm a student who attends 8am classes and returns by 6pm. My setup doesn't necessarily have oversupply, but there's that time period between 10am when my battery is already charged and 6pm when I get back. I’d have made a few NGNs selling to a shop to run their refrigerator from 8am-4pm.
