Exactly. This is the playbook.
Bill C-15 — the Budget Implementation Act — is an omnibus bill. Hundreds of pages. The Stablecoin Act was buried inside it. No standalone debate. No dedicated committee study on what it means for Canadians’ financial privacy. Just bundled in with tax cuts and housing measures so it passes with one vote.
