Former Canadian Defense Minister Paul Hellyer (died 2021) said extraterrestrials contacted world governments and made secret agreements.

He claimed the public was kept in the dark because leaders believed humanity “wasn’t ready.”

Some people were allegedly harmed to protect the secrecy, though Hellyer insisted the extraterrestrials themselves did not do it.

The visitors’ message, according to him: Earth’s air, water, forests, and food chains were collapsing. Nuclear and biological weapons, pollution, and population growth had pushed the planet to a critical point.

Humanity already had cleaner energy and better food production methods, he said, but those in power were withholding them as military/national security assets.

His most striking proposal? Full amnesty for the governments that kept the secret for decades, because only immunity would make leaders willing to tell the full truth.
