Advocating to fund ACT 47!
Senators and Representatives from Eastern PA learned from educators and parents about why we need to fund literacy in the Commonwealth.

@creation247 As a mom, this is spot on. I took my kids out of a top rated Main Line Philly public school system and put them in Catholic school. The Catholic schools are all business, no chaos, and they can go off the curriculum plan if needed. Gamechanger and I am so glad I did it
@JamesAFurey I have this disagreement weekly with my kid’s school. A school that specializes in education for kids with ADHD. Ever try to keep a kid who is terribly impulsive, more so than the normal 13 year old, off the internet while “doing homework”? Nightmare.

@GovernorShapiro I am so sick of reading these tweets about feeding kids. What about actually teaching kids?? That is what you should be focused on! Structured literacy, normal math, cursive, grammar.

@GovernorShapiro You know what is hurting me? Paying high costs for tutoring my 7th grader because her “top state” school district (Tredyffrin Easttown) didn’t teach her to read, write, or do basic math. Make the change necessary to teach kids and educate teachers. Including higher ed.

Balanced literacy is not based in science.
Require separately reported scores for reading. This ensures Pennsylvania knows with certainty whether teachers have demonstrated competency in the Science of Reading.
Adopt one of the following exams as a replacement for PECT Module 2:
ETS Praxis Teaching Reading: Elementary (5205)
ETS Praxis Teaching Reading: K–12 (5206)
Pearson’s Foundations of Reading Test (190)
ETS SoR/ELA subtest (to be released in 2026)
Require PDE to conduct a formal crosswalk to Pennsylvania’s Structured Literacy Competencies with the process outlined above.
Review non-literacy content areas to ensure they remain adequately assessed if PECT is retired.
Adopt a phased implementation timeline, beginning with the class of 2028.
Conclusion
Pennsylvania has an urgent opportunity—and responsibility—to ensure every teacher enters the classroom prepared to teach every child to read. Adopting a strong, SoR-aligned licensure exam is one of the most powerful levers available to the Board to improve literacy outcomes statewide.
