Today, the European Union took a major step forward.
All Member States agreed to open the first accession negotiations cluster with Ukraine and Moldova.
At the first Intergovernmental Conference on Monday, we will open the cluster on fundamentals; the backbone of the accession process.
It covers the core values and principles on which the EU is built, from the rule of law to strong democratic institutions.
This is a recognition of the determination, courage and hard work shown by both countries in advancing reforms, even in the face of immense challenges.
And a signal that the EU’s offer of peace, stability and opportunity is unmatchable.

Ukraine has received the seventh tranche of financing from the European Union under the Ukraine Facility, totaling €2.8 billion.
Total financing under this mechanism has now exceeded €29.4 billion.
The funds will be directed toward priority state budget expenditures, including social and humanitarian needs.
This is already the seventh tranche under the program. At this stage, Ukraine has fulfilled 11 indicators under the Ukraine Plan, covering reforms in public administration, economic policy, energy, digitalization, and the rule of law.
In addition, Ukraine has completed a number of conditions ahead of schedule for the next stages of financing. For the first time, we will receive additional compensation for the early implementation of reform commitments.
As of the end of May 2026, Ukraine has fulfilled 86 measures under the Plan, while another 65 are at different stages of implementation.
The Government continues to systematically implement the changes needed to ensure economic resilience, support the country’s recovery, and bring Ukraine closer to EU membership.
