Why would drivers be scared of pedestrians when victim blaming like this is just about the maximum amount of effort @NHTSAgov will put into protecting the most vulnerable on the road from the harms caused by the vehicles it regulates?
JFC, even our meet-cutes are impacted by how bad people drive in DC. Vision Zero is a pipe dream if we don't recognize that drivers will do whatever the worst possible thing is that physical space allows.
