Zulum Pledges Access to Justice to People of Borno
@BornoGovt State Governor, Professor Babagana Umara @ProfZulum, has pledged his administration's support to ensure citizens, particularly victims of Boko Haram insurgency, have access to justice.
The governor made the assurance during a meeting with the Director-General of the @fmojustice Aid Council, Barrister Aliyu Bagudu Abubakar, and his management team at the Government House in Maiduguri.
Governor Zulum stressed the importance of legal representation and expressed commitment to support the vulnerable. “Let me assure you that our people will not be left behind in access to justice, especially the teeming vulnerable people who are victims of Boko Haram insurgency,” Zulum said.
He directed a collaborative effort between the council and state government. “The office of the Attorney General should work closely with your office to come up with a plan on how to harmonize the Office of Public Defenders and that of Citizens Rights Department already existing in the state for the benefit of our people,” he stated.
The governor urged the council to submit a formal request and promised a considered review. “I assure you that we shall look into your demands and see how we can address some of them within the limited resources of the state.
Earlier in his remarks, the Director-General of the Legal Aid Council, Barrister Aliyu Bagudu Abubakar, informed the governor that the council has been providing crucial legal services to insurgency victims and displaced persons, handling cases ranging from property disputes and family matters to gender-based violence.
“From 2021 to 2023, we successfully handled over 2,500 cases including criminal defence, civil matters, and mediation,” Bagudu reported.
To enhance their activities in the state, the Director General requested operational vehicles, an annual subvention, and office furniture and equipment.
The event was attended by the Deputy Governor, Hon. Umar Usman Kadafur; the Senator representing Borno Central, Senator Kaka Shehu Lawan SAN; the Acting Chief of Staff, Dr Babagana Malumbe; other members of the State Executive Council, and Special Advisers.
Boko Haram: Zulum meets COAS, says the worst is over
@BornoGovt State Governor, Professor Babagana Umara @ProfZulum, has stated that the worst of Boko Haram insurgency is over, even as he acknowledged recent surges in attacks by the terrorist group.
Governor Zulum made the statement on Wednesday during a meeting with the Chief of @HQNigerianArmy Staff (COAS), Lieutenant General Shuaibu Waidi, in Maiduguri.
Zulum, while delivering his remarks at the meeting, further explained his statement by reflecting on the more escalated security situation the state had previously endured. He stated that compared to the peak of the crisis years ago, the current security landscape, despite recent setbacks, shows significant improvement.
Zulum also called on the people of Borno State to continue giving their necessary cooperation and support to the military and other security agencies. He emphasised that the war against terrorism requires a collective effort, urging residents to be vigilant and provide timely intelligence to security operatives to prevent attacks and ensure a lasting return to peace in the state.
“Yes, we have witnessed a series of attacks on our communities and the security forces, but the worst is over; we shall continue to collaborate and provide the needed intelligence to our security forces to bring this madness to an end,” Zulum said.
“The frequency and scale of attacks on our communities then were overwhelming. Today, while we grieve any single setback, we can also see that the worst is indeed behind us. The trajectory is towards peace, and we are committed to sustaining it,” he added.
Zulum commiserated with the Nigerian Army over the recent tactical setbacks across the theatre. He praised the sacrifice and bravery of the officers and soldiers, describing them as heroes who, in some cases, pay the ultimate price for the nation’s security.
“On behalf of the government and people of Borno State, I wish to reiterate that we stand with the officers and soldiers of the Nigerian Armed Forces. We will not take their sacrifice for granted,” the governor said.
Also speaking, the Chief of Army Staff, Lt Gen. Waidi, while giving the assurance of the Army headquarters to provide necessary logistics to the troops, also commended Governor Zulum for his support to the armed forces.
He said, “I want to most sincerely, on behalf of the officers and men of the Nigerian Army, extend our appreciation to His Excellency for visiting us at a time like this. We appreciate your support in Borno.”
He added, “We have confidence in our society here in the theatre and from the Army headquarters, we will provide all the necessary resources needed to ensure they achieve their mission.”
The meeting was attended by the Acting Chief of Staff, Dr Babagana Mustapha Mallumbe, Commissioner of Information and Internal Security, Professor Usman Tar, Special Adviser on Security, Brigadier General Abdullaho Ishaq (Rtd) and other senior government officials.

Dear Citizens of Borno State,
I address you today not just as your Governor, but as a fellow citizen, with a profound sense of patriotism and with every confidence, who shares in your anxieties, hopes, and desire for a peaceful and prosperous Borno, that the future of our dear state is brighter than ever.
For the past 15 years, Borno State has been in the global spotlight owing to the Boko Haram insurgency. This conflict has affected every segment of our society, displacing millions of people across all 27 local government areas, and dislocating the socio-economic activities and livelihoods of our people.
We were able to overcome those harrowing days of insurgency by uniting as one, setting aside differences of ethnicity, religion, and sectionalism. We rallied behind our armed forces and other security agencies to confront the common enemy, whose aim was to destabilize our state, the North-East, and the nation as a whole.
The relative peace attained in the state has contributed to a promising harvest for this year's farming season. Farmers have been able to cultivate their crops that is expected to sustain them for the next one to two years.
The Borno State government remains committed to supporting farmers with inputs and agro-chemicals. The continued support is to ensure year-round farming, in order to achieve food sufficiency across the state.
Despite the recent sporadic attacks Borno State has witnessed reasonable degree of stability. However, the unfolding situation in the state, the Nation and indeed the globe is a matter of great concern to us.
Let me commend the people of Borno State for their steadfastness and commitment to the cause of peace. This has been demonstrated through relentless prayers, fasting, and continued support for our gallant troops in the frontline, the Civilian JTF, hunters, and vigilantes. Indeed, your resilience has been a source of inspiration and strength to me and to the entire administration.
As a people of faith, we believe our security strategies must be underpinned by prayer. I, hereby declare Monday, 24th November, 2025, as a Statewide Day of Fasting and Prayer for the restoration of peace in Borno State and the country.
On this day, I call upon every resident of Borno, regardless of faith, to join in prayer for the lasting peace and prosperity of our beloved state and Nigeria.
Consequently, let us therefore devote ourselves to constant prayers, seeking Almighty God’s mercy.
I also urge the people to use this period to pray for divine protection against evildoers, saboteurs, and all enemies of peace.
Finally, let me assure you that we will continue to invest in the welfare of our security forces, support community-based vigilance, and pursue dialogue where possible, without compromising the state’s integrity or the safety of our people.

Zulum commissions 20 road projects in Maiduguri to mark Democracy Day

Borno State Governor Babagana Umara Zulum on Thursday commissioned 20 road projects in Maiduguri, the state capital, to mark the 2025 Democracy Day.
They are Maina Kenindi Road, Talba Road, Yerima Road, Tafa Balewa Road, Cemetery Road, Park Road, Benue Road, Kinshasa Road, Homan Road, Kyari Sandabe Road, Elkanami Road and Onitsha Road.
Others are Dicharima Road, Sokoto I Road, Sokoto II Road, Engr Bukar Tijjani Road, Waziri Road, Marghi Road, Zajeri/Umarari Riad and Ambs Mahmud Ahmed Express Road in Gwange.
The combined 21.8 km projects were cited in Maisandari, Umarari, Ngarannam and Gwange, all in the Maiduguri Metropolitan Council.
The governor reaffirmed his commitment to providing democracy dividends for the people of Borno State till the end of his administration.
"In sha Allah, before the expiration of my tenure, people of Borno State will witness many more projects," Zulum said.

Meanwhile, the Borno State Government has started constructing three more projects, comprising two hospitals and a 4,000-person international conference centre.
One of the two hospitals is a specialised orthopaedic service centre with a 200-bed capacity in the Goni Kachallari area of Jere Local Government.

The Vice President, Senator @KashimSM, has enjoined the nation’s judiciary to remain steadfast in the face of blackmail, saying that as custodians of the law, the third arm of government must shun the temptation of tinkering with justice to serve parochial interests.
Specifically, he reminded the judiciary that it is an essential pillar of Nigeria’s sovereign existence because “a nation is only as accountable, fair, and orderly as the people who make, enforce, and interpret its laws.”
The Vice President, who gave the charge in Abuja on Wednesday when he officially declared open the maiden @bodyofbenchers Annual Lecture and the public presentation of the report on the directions of the Legal Practitioners Disciplinary Committee, cautioned judges and other legal practitioners against yielding to the temptation of manipulating the law to serve the selfish interests of those he described as agents of anarchy.
“Laws are not mere technicalities; they are the scaffolding of civilisation. Without laws, there is no order. Without order, there is no society. Every time justice is delayed, every time the law is bent to serve the interests of agents of anarchy, and every time institutions waver in the face of blackmail, we erode the very foundation of our nation. And if that foundation crumbles, no matter how high we have built, everything falls apart,” he stated.
