This is not about party politics or personalities. It is about whether Scotland still believes that public office comes with duties, not just authority. When the independent regulator has to ask the highest court in the land to compel basic compliance, the problem is not the paperwork. The problem is power that has grown too comfortable with being unanswerable. And once a government decides the rules do not apply to it, trust is not eroded gradually. It breaks.
